What is an SR-22?
Virginia DMV calls an SR-22 a financial-responsibility certification. California DMV lists an SR-22 as one form of proof of financial responsibility. These official pages show why “SR-22 insurance†can be misleading: the filing is connected to an auto-insurance policy, while the state determines what proof and coverage it accepts.

Virginia DMV separately describes FR-44 as a financial-responsibility certification and says its limits are higher than SR-22 limits in Virginia. Do not assume an SR-22 satisfies an FR-44 order.
Who may need one?
The reason for a filing is state-specific. For example, Virginia DMV lists certain unsatisfied judgments, uninsured-motor-vehicle suspensions, false insurance certifications, and specified convictions among circumstances requiring SR-22 certification.
